Mr. Cuervo offers expertise in providing legal counsel to multinational companies doing business in Latin America. He received his law degree from Universidad Javeriana, in Bogotá, Colombia, where he was born on May 27, 1964. As a Fulbright scholar, he received an LL.M. from Tulane Law School in 1990. He was admitted to the Colombian Bar in 1987, the Louisiana State Bar in 1990, and the Texas State Bar in 2007. Mr. Cuervo practices law in the United States before federal courts.
 
Mr. Cuervo began his career with Fowler Rodriguez in its New Orleans office in 1991. Later that year after returning to Colombia, he was appointed advisor to the Colombian Ministry of Justice. In that capacity, he defended before Colombia's Congress the bill for the approval of the Code of Criminal Procedure, and is the author of the 1991 Annotated Code of Criminal Procedure.

Since 1993 he has been the attorney in charge of, and resident in the firm's Bogotá, Colombia office. The Colombian office provides legal counsel to multinational companies and foreign clients doing business in Colombia. Mr. Cuervo's primary areas of expertise include energy, oil and gas, commercial, maritime and insurance matters.

Mr. Cuervo is and has been a law professor of different subjects such as Roman Law (Universidad de la Sabana 1994-1996), Criminal Procedure (Externado de Colombia 1991), and Oil and Gas Law (Universidad Javeriana 2001). Currently, Mr. Cuervo is serving as adjunct professor of International Petroleum Transactions at University of Texas Law School at the Center for Global Energy, International Arbitration and Environmental Law. Mr. Cuervo served as adjunct professor of International Petroleum Transactions at Tulane Law School (2002-2005) and has taught International Petroleum Transactions as an adjunct at the University of Houston. Mr. Cuervo writes and lectures frequently on oil and gas matters. Oil and Gas in Colombia: Lessons of the Past, Conditions in the Present and Prospects for the Future (1996); Algunos Temas del Derecho de Petróleos en Colombia (1997); Cambios Recientes a la Politica Petrolera Colombiana (1998); Colombia: An Option to be Considered? New Oil and Gas Policies (2000); La Importancia del Bloque Samoré para la Industria Petrolera Colombiana (2000). Mr. Cuervo’s latest work is OPEC from Myth to Reality (2007).

Mr. Cuervo has also been active in public interest foundations that promote the rule of law in Colombia. He advises investors doing business in Latin America and companies with Latin American litigation related needs. His bicultural, multilingual and common law and civil law backgrounds offer a unique perspective for solving international related disputes and transactions. In 1996, he drafted the criminal law suit against the members of Colombia's Congress that issued an acquittal in the proceedings against the President of the Republic of Colombia. In 1999, he acted as advisor for the Commission for Excellence in Justice. Mr. Cuervo has been a member of the Board of Directors of Fundepublico and the CAR, the most important environmental organization in Colombia.

Mr. Cuervo is fluent in Spanish, English and Italian and possesses a working knowledge of Portuguese and French. He serves as legal representative for several oil and gas companies in Colombia and assists them with all their legal needs, including but not limited to their contractual relationships with the Colombian National Hydrocarbon Agency, oil and gas company (Ecopetrol) and all commercial and litigation needs. Mr. Cuervo also served as an advisor for OPEC.
